
Russell Street Toowoomba Streetscape
The Russell Street Urban Renewal Project consisted of upgrade works between Victoria Street and Neil Street. The primary aim of the design is to transition Russell Street from a vehicle dominated thoroughfare to a people friendly destination.
The introduction of trees and plantings, street furniture, shelters and gathering places were key contributors to this aim.

This provided a low-speed environment to promote people walking and cycling, whilst still providing access and parking to vehicles accessing local businesses and encouraging through traffic to use other routes such as the Outer Circulating Road.

Our Project Mission
Harrison Infrastructure Group was engaged by Toowoomba Regional Council (TRC) to assist in concept design, the project required development of options for urban design of both built and green infrastructure which would complement the character of the several heritage listed buildings along the street.
This required consultation with stakeholder groups including building operations, owners and patrons of Russell Street. Subsequent detailed design development engagement undertaken by HIG resulted in particular consideration given to vulnerable users including cyclists and pedestrians. Constraints such as limited space and required low speed environment adjacent to shopping, and service industry facilities was addressed.
Our Approach

The revitalisation of the street was accomplished by upgrading footpaths, building a central median strip between Victoria and Ruthven Streets, installing raised pedestrian crossings and mid-block crossings, planting street trees, installing new street furniture, upgrading street and footpath lighting, stormwater design and interfacing with the existing laneway network.
HIG is currently engaged to assist TRC with capitalisation of the expenditure on the construction of the project into their asset management database for apportionment of costs to the various assets impacted and constructed during this project.
